    RECOVERY FUNDING SUBMISSIONS & ENQUIRY PORTAL

  • This portal should be used for any of the following:

    1. Preliminary Event Notification Form Submission:
      Local Governments or State Government Agencies that are wanting to submit a Preliminary Event Notification Form (PEN) to have the activation of the Disaster Recovery Funding Arrangements Western Australia (DRFAWA) assessed for a disaster event.
    2. Essential Public Asset Reconstruction Cost Estimate Submission:
      Submit an Essential Public Asset Reconstruction (EPAR) Cost Estimate Submission, including a Damage Assessment Report, Pre–Disaster Condition and Function Evidence and Information, Damage Evidence and Cost Estimate Template.
    3. A general enquiry related to Recovery Funding.

    Note: When selecting option 2 it will initiate an EPAR registration process, once the EPAR registration form has been submitted you will receive an email notification to confirm that it has been received. The form will then be assessed by DFES Recovery Funding, which may take up to 3 business days. If approved, you will receive a further email granting access to the DFES Recovery Funding Document Transfer Portal where documentation related to your submission will need to be uploaded for assessment. 

    When completing the EPAR registration form you will be asked to confirm that you have all the necessary documentation, including evidence.     • You can include up to a maximum of 10 assets below. If your registration request is approved, you can and will be required to include information about any additional assets via the DFES Recovery Funding Document Transfer Portal.

    • LG/SGA Sign off

    • The EPAR submission must be signed off by a representative of the LG/SGA and not by a third party. For a LG, this must be the CEO or a member of their Corporate Executive. For an SGA, this must be at a minimum a Regional Manager/Regional Director.

      NOTE:

      If you need to forward this form to another person for their signature, please follow these steps:

      1.  Enter the details of the person who needs to sign off on the form (below).

      2. Click 'Save' at the bottom of the form.

      3. Select 'Skip Create an Account'.

      4. Enter the email address of the person who needs to sign the form.
        (If an email address is already present, replace it with the correct one if necessary.)

      5. Click 'Send'.

      6. The message below should appear:
        "Submission saved as draft. We’ve emailed you a link you can use to continue it later."

      7. The recipient will receive a link to the draft form, which they can complete and Submit.

      8. Close the pop-up and the form.

      9. Once the recipient submits the form, it will be sent to DFES. Within a few minutes, both the contact person who was entered on the form and the recipient should receive a confirmation email. If this email is not received, contact DFES Recovery Funding, as the application may not have been submitted correctly.

      10. After the application is received and reviewed, and if approved, within 3 business days, the applicant will receive another email granting access to the DFES Recovery Funding Document Transfer Portal, where they will need to upload supporting documentation for assessment.
